In August 2009, the City entered into a contract with RBF Consulting to update the General Plan. The aim is to have a first draft of the updated General Plan by April 2010. While there will be opportunities to provide input throughout the process, public participation is especially important in the first few months of 2010.
Understanding Murrieta (Fall/Winter 2009)
The General Plan Team will review existing plans and studies, and collect new data needed for the General Plan. During this step, the Team also works to raise awareness about the General Plan Update to prepare the public to get involved in the next step.
Community Visioning (Early 2010)
This is an important time for the community to get involved by attending workshops and participating in online surveys. This input from the community will be used to develop a “vision” of what Murrieta should become in the future. The General Plan will be the city’s tool for reaching that vision of the future.
Alternative Land Use Futures (Early 2010)
The General Plan is the document that sets the direction for land use in Murrieta. It will identify areas where the community wants land uses to change or to stay the same, and it will determine the types of land uses that will be allowed or encouraged. During this step in the process, different scenarios for growth and land use will be considered and analyzed, with input from the community.
Goals and Policies (Spring 2010)
Goals and policies are the mechanisms for reaching the community’s vision of the future. What do we want to achieve? How will we achieve it? These are the questions that will be addressed in this step, with additional input from the community.
General Plan Drafts (Spring to Fall 2010)
After the General Plan Team prepares and revises drafts of the new General Plan, a “Public Review Draft” will be released for public comment and presented at a final community workshop.
Environmental Review (Summer 2010 to Early 2011)
The potential environmental impacts of carrying out the General Plan will be analyzed in an Environmental Impact Report, with opportunities for community review and comment.
Plan Adoption (Winter 2010 to Early 2011)
The plan will go to the Planning Commission and the City Council in public hearings. Ultimately it is up to the City Council to decide whether to adopt the new General Plan.
